Because Mortal Kombat X and Mortal Kombat 11 share a timeline, there is no reason for him to be excluded for story purposes.
However, it is still possible for Stryker to make an appearance as he was last seen in Mortal Kombat X as a revenant. Those who remember him from Mortal Kombat (2011) will recall that his moves revolve around his gun and baton, not unlike RoboCop in Mortal Kombat 11. RoboCop’s ending sequence in Mortal Kombat 11 also references Stryker visually in one of the dynamic stills. With the recent addition of RoboCop, a pregame dialogue between RoboCop and Jax mentions Strkyer.
